Can you create a toddler and make a young adult its parent and still go to college?

Highly unlikely, young adults cannot have children in the game, so it doesn't look likely for being able to create a sim with a toddler.
You cant create young adults and then send them to college. You have to send a teen to college then they grow into a young adult. If you leave it too long the teen turns into an adult and they'll never go to college.
but you can go to the collage and click make student but you can't make a baby only a student or students
