The object in question is a shrimp cart, and is compatible only with the new Unleashed expansion pack - out now in the US, and soon everywhere else! The object weighs in at 1.57mb, and the official line on it is as follows: 'Now your Sims can enjoy a Shrimp-On-A-Stick from this colorful local vendor. Unleashed owners should check their local community lot for this delicious treat.'
