A couple of days I've given an interview at a small sims Fansite called Sims Unique. The interview is about The Neighborhood Handler, and answers 4 questions, including one about the special features of the program:
"Basically just that the program is completely focused on managing your neighborhoods. That has resulted in options like copying separate houses or areas, etc. Also, the 'repairing' of a neighborhood is probably in no other program. The feature-list is a big one, too big to mention here I think.
