Can you use your roof as a fourth floor?

There are attics. There are kind of already four floors because you have a basement, first floor, second floor, and also an attic. Your roof cant be another floor but if by that you mean an attic then yes.

And for the record, your Sims cannot walk to the attic whatsoever. You can put some items on the roof though, like chimneys.
