how do you move from house to house?

Go to neighborhood mode. Click on the bulldozer button. Click the sim family you want to move. It will say "Do you want to Evict the ____ Family?" Say yes. Then it will ask you if you want to bulldoze the house. I usually say no unless the house has structural problems like being too small or too far from the curb. After you're done evicting, re-click the bulldozer button to get out of bulldoze mode, then click the family button. The family you just evicted will be there. Click on "Move in Family" and select the house you want them to move into. Easy as that. [but oh how I tire of answering mundane nonmagical questions.]

If you're asking about a single character .. not a single family, i'm sorry to say that you can't.
But if your family member just consist of 1 person, then the 'Sorcererlady' had answered your question.
