have you tried the tutorials on "the sims 1>other" downloads page? I got them to work finaly.

there is a tool called blueprint. It allows you to use one of the previoulsy created sprites (game objects) and super-impose your own design over the top of it. It is complicated but does work. I've been experimenting with it for a week and have successfully created a glowing column lamp that fits floor to ceiling.
