Knowledge - Question

In The Sims 2 how do i build a shopping mall from scratch because at the moment I can only edit existing ones and I want to know how to create my own.

Well you know when you build houses??
You name the lot
E.G: 24 sims lane

if You read the full thing it says resadnchal (sp?) or Community lot.
Choose Community lot and Wala!!
