What's to raising baby? How do you know if it's tired or hungry?

That's the fun of it all :)

Feed it first, that's the most important thing, otherwise you could lose it to social services.

Set up Feed Sing Sing Feed Sing Sing in the queue, when the baby's sorted the extra actions will drop out.

Play is a red herring.

You get the message because either baby's tired or hungry.

if a baby cries feed it

u arent getting the message because it was sleeping , but because its hungry or tired

If The Baby Cry's Feed IT Then Sing To It, Dont Play With It If You Can Help It, Otherwise IT Will Make It More Awake.

Listen to all the ones above. Also, find a pattern from when your baby falls asleep to when it wakes up. Usually it's about 5 (Sim) hours.

If you don't play with a baby can it become mean? I have a kid that my sims never played with and it has no niceness points. Is this because it was never played with or because its parents have no niceness points?

The kid bars are either full, empty or an average of the parents scores in the same bar.

So for example you have two parents as follows:

Parent One: 2 neat, 8 outgoing, 2 active, 6 playful, 2 nice.

Parent Two: 4 neat, 4 outgoing, 4 active, 2 playful, 4 nice.

The resulting kid will end up with a personality like this:

Neat: 0 or 3 (average) or 10
Outgoing: 0 or 6 (average) or 10
Active: 0 or 3 (average) or 10
Playful: 0 or 4 (average) or 10
Nice: 0 or 3 (average) or 10

After which any remaining personality points are dotted across the bars randomly. In fact they usually end up with more bars than the parents.

The odds are generally twisted towards playful kids, though not playing with him when he's a baby usually doesn't affect his playful score as a kid, though if your game decides to average this trait that will drag it down.
