I invited a neighbor over they did not come and now they are missing from my phone list (sims deluxe no expansions).

No, This is happening to everyone in my family and I noticed that we do not get visits from other neighbors

I had this problem too. The lot portals were broken so no one could come visit. You have to evict and bulldoze the home then get a new lot/home on that space. This should solve the problem . I think perhaps a hacked user object caused it in my game.
