My sims seem to be stuck upstairs, why won't they go downstairs?

try putting a new set of stairs to go down stairs in a different place then direct the sim to interact with something downstairs

Is the hallway on the top level very narrow? if so, the opened door might be in the way of reaching the stairs, try replacing it with an arch-"door" instead of a flipping door. Or sell the stairs and put in a new one.
