Knowledge - Question

How do I know what my sim is complaining about? He keeps hollering at me about the rose bushes and so does the gardner?

When the do that it means they cannot get to the items. Maybe you have a fence up or too many bunched together so they can't get to all of them. Just try some re-arranging.
