I don't believe children can, but Teens (and older Sims) can.

No, children can't kiss. At least not until they grow up into a teen and then an adult, etc. Those short people you saw were probably just teens.

I don't think so, maybe you just saw a kid whispering in another's ear or something. I hope they can have crushes, though.
