Knowledge - Question

I am having trouble installing items that I downloaded onto my game. I downloaded the Add-On Handler and the only thing/items it actually loaded onto my game after I re-booted my computer were just the walls, floors and some of the themed items. HELP!!

I was also thinking about something else, too, after I posted this yesterday. Does the fact that I live in the US have any effect on the items that I downloaded and installed/try to install on my game? Just something else I was wondering about.
