I think this is a Sims 1 PS2 question, but luckily I have the answer. You have to become friends or at least very good acquaintances with one of Mimi's friends [I picked Layla] and then when you throw another party you can use the "Ask to be Roommate" social.

im on that one too(for sims bustin' out), and even though im friends with most of mimis friends, they dont want to be my roomy because i dont throw good parties. i got a bunch of things to make the sims happy, and i make food when the party is on. nothing seems to work for me!
