Ok i finally got this sorted out. I asked a specialist and found out that the problem was Windows XP related since it was the old file in my system 32 folder that did not wish to be replaced. So what i had to do was put in that Windows XP cd that u get when u first buy ur computer and choose the repair option. There's also a reinstall option which is apparently more effective but it means erasing all ur files. Never mind, the repair option worked just fine and direct x 9.0c installed itself! So if you have this problem then try what i did :)
