how do you start a community lot?

You take peice of lot that dosnt have anything on it, you put it down and a pop up thing with come up asking you what you want to name the lot, and if you want it a community or residentle lot

And if you want to buy the lot to start a business, use the computer or phone and select "real estate", then "purchase community lot"
