I just got the sims 2 nightlife and i installed it and everything went fine but after i made a person and moved her into a house, the whole screen would become blue except around my sim person, what can i do to make the blue dissapear?

This'll be a driver issue. Update graphics drivers.

And how - pray tell- do i do this? update graphic drivers? but keep in mind this never happened before i got the nightlife....

Go to the website of the the manufacturer of your graphics card.
To find out which card you have if you don't know, see here:

It'll be in the Display section. Most of the time you should be able to click on it to go there.
