what does the cheat gnome look like? ive heard it looks like a garden gnome and is at skyline but i can never find it, can anyone help?

you have to do the cheat code to see the gnome ... which is ... - Circle, L1, L2, R2 & R3 ... and the cheat gnome can appear anywhere in each district its not only in skyline lol!
