Can you edit other peoples' custom content that you've downloaded? For example, if you want a wall to show up in the painted section rather than the exterior section, etc?

You can if it is for your own use, but if you are going to share it read the readme that comes with it, if there is on, look on the site or ask the creators permission. A good site that lets you clobe their stuff is www.simlogical.com

Ask for permission to edit the material 1st, then if you decide to post it, you won;t get screamed at by the original owner. Just let him/her know in advance that you want to edit their material and possibly repost it.

Original Makers usually leave their email address in the readme.txt file when you 1st open the download.
