Can Sims who don't start in the same families get married? I created a single man and a single woman, and they reached 100 on relationship; is there a way they can live together, etc.

Keep going with them, keep them talking etc, and eventually propose will come up. It could say move in or get married. Although it doesn't always work if they are not fully in love.

Yes but you can't create it in Create-A-Sim, you have to engineer the romance in the game itself.
