yes theres bills, and you can marry NCP's and townies.

If you mean the paper people, you can't marry them, as they are teens. You can marry the bill person though.

yeah u can marry the maillady or mailman! you just have to chat with them then they will be added to you relationships panel which means you can call them and invite them over!! then u can do the social interactions and some intimate ones!
