One of my Sims refuses to go to bed even though his energy in on orange! I keep giving the command and he keeps trying to do something else! All his other needs are completely fulfilled so why is he doing this?!

have you checked the floor for objects in the way of the bed and him?

for instance, a plant or ornament next to the bed that is JUST too big for them get to bed. Check for walls that dont let you get to where you want to go. I had that problem in the boutique when i changed it.

Hmm..well he's went to bed many times before without any physical hinderance but I'll look into it in case something got moved around.

Also, someone might be in the way. Sometimes that happens with my sim so I just have 'em go up to the bed (walk up there) and then climb in.
