Knowledge - Question

TS2 start out with 3 neighborhoods, to add more neighborhoods do you have to have sim city 4 or can you make them with TS2?

You can have Sim City 4 to do something more advance,like mountains or seomthing like that..TS2 has default things to use,like adding a lake or a boat to the neighborhood...
