How do you download and then put download onto the game

When I copy the .iff into the C:\\Program Files\\Maxis\\The Sims\\UserData\\Houses folder and open the game and click the house, it says that there are objects missing and after that the house wont have any garage or furniture, can anyone help me? And if the solution is the add-on handler then please tell me the proper place to put it, in The Sims Directory or any other folder I want to put it.
